Patriot Patch Release 6.14.3.1

This patch release is an update to Patriot 6.14.3.0 including the following improvements:

Added support for Signal Replace to the "System Tech" task.
Added a system-wide setting Include Prefixes in Call Log - operators can now omit dialling prefixes from logged call numbers, on by default.
Added support for retry configuration to the "Link Mobility" task.
Improved task startup time when the Data Service is not running.
Improved Task Service shutdown time when a task is in a faulted state.
Fixed an issue where the Patriot desktop client could sometimes crash when an operator had invalid permissions.
Fixed an issue where Click To Dial phone numbers were incorrectly formatted.
Fixed an issue where preset reports with action plans would sometimes fail a repeated save.
Fixed an issue where having multiple Patriot clients running could open additional browser windows.
Fixed an issue where media buttons sometimes weren't showing on activations.
Fixed an issue where notes were not created when a patrol accepted a Guardlink job.
Fixed an issue where duplicate users in a user data import were sometimes not merged.
Fixed an issue where contact details were showing for "Instruction Only" users in a response plan.
Fixed an issue where Mobotix Camera live stream would sometimes not load.
Fixed an issue where large responses from the Data Service could cause an error in the Patriot desktop client.
Removed legacy "Billing Services By User" report.
